Two dossiers at Palazzo Chigi: prisons and agrivoltaics with the Holy See

Palazzo Chigi hosted two institutional meetings during the day concerning two very different dossiers, both followed directly by the Presidency of the Council of Ministers. The first concerns prison construction. The Undersecretary to the Presidency of the Council, Alfredo Mantovano, chaired the seventh meeting of the steering committee dedicated to the government’s prison construction plan. In the Sala Verde of Palazzo Chigi, the inaugural meeting of the Italy-Holy See Joint Commission was held, the body that will from now on oversee the activities necessary for the construction of the plant. This is a project that intertwines renewable energy and agricultural land use, in an area that falls under a particular legal regime due to the presence of structures linked to the Holy See. The establishment of a joint commission indicates that the project requires formal coordination between the two parties, presumably due to the territorial and legal implications linked to the area involved.

The two meetings have, based on the information available, no direct connection to one another: they are two strands of administrative activity that simply took place at the same location on the same day. The statement from the Presidency of the Council does not report direct statements from participants or timelines for the next steps of either dossier.

What the two pieces of news have in common is the level of detail available: both stop at recording that the meeting took place, without indications of concrete results, next steps or any deadlines. For the prison plan, the progressive number of steering committee meetings — the seventh — is the only element that allows today’s meeting to be placed within an already ongoing sequence of work.
