2027 Budget, Giorgetti's first guardrails and the CGIL's announcement of mobilization

While the Senate chamber deals with the electoral law — which we wrote about this morning — the government is opening the other construction site of the autumn. The Minister of Economy Giancarlo Giorgetti has set the first guardrails of the economic budget for 2027, and among the hypotheses circulating is a plan to raise salaries that would not apply to all workers (Today, Città di Napoli / Tg Politico Parlamentare).

The union reaction arrived before the text. CGIL general secretary Maurizio Landini declared the union “Ready for mobilization” against the budget law (Today). This is a position taken on indications that, as things stand, do not yet have the form of a drafted bill: none of the available sources reports funding figures, target categories, or the technical mechanisms of the wage plan.

The constraint that precedes the budget

The least reported development is also the most binding. Before drafting the budget law, the government must negotiate with the European Commission the possibility of exceptional borrowing of up to about 35 billion euros spread over three years (Il Post).

This order of factors matters more than any anticipation of content: the available fiscal space is not a variable internal to Italian political negotiations, but the outcome of talks with Brussels that precede the drafting of the measure. A plan to raise salaries “not for everyone” — the phrase reported by the digests — is consistent with a scope of resources defined elsewhere and earlier.

The European negotiation on exceptional borrowing precedes the budget: it defines the space, it does not negotiate it.

Why we publish with caution

The three origins of this news are two daily digests and an editorial reconstruction of the political calendar. None of them is a document from the Ministry of Economy, and none reports the text or slides of an official presentation. What is established is that the minister indicated some constraints and that Italy’s leading union announced a response: the precise content of the constraints, no.

This newspaper does not attribute to Giorgetti phrases that the sources do not report in quotation marks, and does not transform a rumored hypothesis into a decided measure. The difference between “among the hypotheses circulating” and “the government has decided” is the entire distance between political reporting and forecasting.

What we do not know

We do not know the date of presentation of the Draft Budgetary Plan nor that of the cabinet meeting that will approve the budget: the available excerpts do not contain the calendar. We do not know which sectors the wage increase would apply to, with what funding and with what start date. We do not know in what form the CGIL intends to mobilize — assemblies, a national demonstration, a strike — because the reported announcement is generic and not accompanied by dates.

Finally, we do not know at what stage the negotiation with the Commission stands: the figure of about 35 billion over three years is indicated as the subject of the negotiation, not as an amount granted. In the coming weeks the criterion for understanding whether the budget is truly expansionary will be precisely this: how much of that margin the government obtains, and under what conditions for deficit reduction.
