Why we lead with a train

Today’s lead is not the largest number from the Ukrainian night — 129 attack drones plus cruise and ballistic missiles, according to the statement from Kyiv’s Air Force — but a geographical detail. On September 13 a drone hit the locomotive of a passenger train on the Kyiv-Warsaw line, in Volyn, about two kilometers from the Polish border. An international service running on regular schedule, struck close to a country of the European Union and the Atlantic Alliance: this is the fact that moves the story outside the perimeter of the front line, and that is why it leads.

The hierarchy that follows is ordered by verifiable consequences. The Council of Ministers meeting this morning at 10 examines the decree on the State funerals of Emma Bonino and Raffaele Costa: date, location and form depend on that act and at the time of going to press we do not have them, and we state as much. Sweden voted on Sunday, but the figures released by the electoral authority in the evening are not the result: the late early votes and postal votes are counted on Wednesday. We chose to explain the mechanism rather than comment on numbers that will change. Wednesday also brings the decision of the Federal Open Market Committee, with the range held at 3.50-3.75% since December 2025 and an implied probability of a rate cut of 85.5% according to CME FedWatch as of September 12: we report market expectations as attributed to those who calculate them, not as a forecast by this newspaper.

Three pieces go out with a single source and state so in the text, as our charter requires. The ferry fire in the Philippines — at least 76 dead and at least ten missing according to the authorities — comes from outlets that trace back to a single primary source, without a Philippine institutional document in the dossier; the figures are minimums and provisional. The same caveat applies to the reassessment of the Snettisham torcs and to the Paris summit on orbital debris. We did not discard anything during production: no piece failed our checks.

On health we stay within the newspaper’s tightest perimeter: we report the Bundibugyo epidemic in the Democratic Republic of Congo through the ECDC’s September 10 update — 6,942 confirmed cases, 3,349 deaths, 823 hospitalized in isolation — and we distinguish the official notification from the local report of a new case in southern Ubangi, which has no international confirmation.
