Colombia sets 2027 budget at 634.9 trillion pesos
The four economic committees of the House and Senate approved on September 14 the overall amount of next year's general budget. Debate on how the resources will be allocated has yet to begin.
Public budgets are approved in two stages: first how much, then how. Colombia closed the first of the two on September 14. The four economic committees of the House and Senate approved the overall amount of the nation’s general budget for 2027, set at 634.9 trillion Colombian pesos — the figure is given as such, in the scale used by Colombian sources (El Espectador).
The vote, chamber by chamber
The vote was held separately in the committees of the two chambers of parliament. In the House the results reported are 22 to 6 and 22 to 5; in the Senate, 9 to 3 and 11 to 4. Overall, according to the report from Bogotá by EL PAÍS, 64 of the 83 lawmakers on the committees supported the proposal.

The margins are wide in all four cases. This concerns the solidity of the passage, not the merits of the choices: on the overall amount a clear majority formed before there was even discussion of which ministry would receive how much.
The two main items
Official communication from the Colombian Senate indicates that for 2027, operating expenses amount to 392.6 trillion pesos and public investment to 87 trillion.
The ratio between the two items is the most politically exposed part of any budget: operating expenses are largely rigid — salaries, transfers, obligations already assumed — while investment is the share over which a government can actually decide, and also the first to be cut when finances tighten. The sources available to us provide the two absolute values; they do not provide the breakdown of the other components, nor the series of previous years that would make it possible to say in which direction they are moving.
What remains to be done
Approval of the overall amount does not close the matter: the distribution of resources still needs to be discussed, that is, the part in which each sector measures how much it has obtained. That is where amendments and tensions between the executive and parliament typically concentrate.
What we don’t know
The material available does not indicate the timetable for the subsequent steps nor the expected date for the final vote on the distribution. It does not contain the government’s position on individual items, nor a comparison with the amount of the current budget: without that benchmark it is not possible to quantify the change from the previous year, and so we do not write it.
The three sources on which the piece rests are independent of one another, and one is a primary institutional source — the Senate’s communication — as required for economic data. These remain, however, figures from a parliamentary stage: the amount approved in committee is a political decision on the scope, not spending already carried out.
The next verifiable element is the distribution: until it is voted on, of the 634.9 trillion pesos what is known is the total and the split between operations and investment, not the sectoral allocation.
