Drone strikes headquarters of Ukrainian security service in Kyiv on the eve of the American mission

The latest development is in Kyiv, in the government quarter. Around 3:30 pm on Friday, September 4, several witnesses told Ukrainska Pravda of an explosion in the area of the Zoloti Vorota metro station. A little later, at 4:08 pm, the same outlet reported that a drone had hit the SBU building, the Ukrainian security service, on Volodymyrska Street, specifically the office of acting chief Oleksandr Poklad. According to the outlet’s sources, Poklad was not in the room at the time of impact. A fire broke out after the strike, and emergency services worked to extinguish it. The attack was also covered in a video report by TSN, which attributes it to a Russian drone.

We have, in the excerpts available, no Russian version of the episode, nor an independent reconstruction beyond the two Ukrainian media outlets. Both the identification of the target and the absence of the head of the security service from his office thus remain attributed to their reporting.

The diplomatic calendar the attack intersects

The temporal coincidence with the negotiating agenda is what makes the episode more than a war bulletin. According to an anonymous source cited by the TASS news agency and picked up by Novaya Gazeta Europe, by BFM.ru and by URA.news, U.S. special envoy Steve Witkoff and Jared Kushner would be in Moscow on Saturday, September 5, and in Kyiv on Sunday the 6th. The three outlets report the same source: for the purpose of counting origins, this is a single one, and moreover anonymous within a state agency.

The second source comes from the Ukrainian side. Rada deputy Oleksiy Goncharenko confirms the sequence of the two appointments, first the Russian capital and then the Ukrainian one. And President Volodymyr Zelensky, in remarks reported by iStories, said that representatives of the U.S. president confirmed a meeting in Moscow and one in Kyiv.

On the Russian side, on September 2 Vladimir Putin had described the two envoys as always welcome guests in Russia — words reported by the same source, which we do not translate in quotation marks so as not to multiply citations from the same origin. In late August, Bloomberg had written that negotiations were at a standstill: the announcement of the double trip is, in this context, the first indication of movement.

What we don’t know

We don’t know whether the visit by Witkoff and Kushner has been officially confirmed by the White House: no U.S. communication appears in the excerpts. We don’t know whether or how the attack on the SBU building affects the two envoys’ schedule; TSN’s report juxtaposes the two news items, but no available source documents a cancellation or postponement. We do not know the extent of the damage to the building, nor a casualty count: the Ukrainian outlets report the fire and the response of emergency services, not a tally.

Finally, the question of attribution remains open. That the unmanned aircraft was Russian is stated by the two Kyiv outlets; in the absence of a claim or a denial from Moscow in the available excerpts, the newspaper reports the attribution as such and not as independently verified fact.

The calendar, for now, is this: Saturday, September 5, Moscow; Sunday, September 6, Kyiv. These are the two stages that will make it possible to gauge whether the standstill described at the end of August has actually shifted, and in which direction.
